Backstory
Danny came from Donnwich to Donlon from the North with his partner Susie.
He describes them both as 'feckless Northerners making their way down South' who did not understand how dangerous the city was.
He accidentally spilled a drink on Arch Minister Reginald Toby Punch, the most powerful Bigwhig in Donlon.
Punch knew some powerful magic, and transformed him into a dog.
He was then chained outside Punch's mansion for months, kept as a dog. Since then he uses the name Rover.
Magpie was running a con at Punch's mansion. He spotted Rover, realizes something is not right, and cut him loose.
Magpie has been trying to find herbal blends and treatments that restore some measure of the man.
The restoration is partial: Rover can speak, reason, drive, and function, but the transformation is not complete, and a proper solution has not yet been found.
In episode 3, Susie turns out to be the pilot on a barge on the Flow.
She has a hard time believing that the dog standing in front of her is Danny.
Having the locket makes no difference.
When Danny has to continue with his mission, she is still taken aback, but there is a closeness.
Rover's life is cut short when Percy Greenwood Tips shoots him in the chest, in order to force Maureen to drink the tea.
Appearance
A powerfully built bulldog.
Muscular, long jowls on either side of his face, little canines poking up from an underbite.
Sleeves rolled up to bulging biceps when he works.
Wears knuckle dusters with dog faces on each knuckles.
His tail wags when he is called a good boy.
He carries a locket containing a detailed ink portrait of himself as a human man alongside a woman named Susie.
He smokes.
Personality
Rover is the most practically competent member of the crew in a crisis.
He drives like a maniac, keeps his head when everyone else is mid-chaos.
Not afraid to fight.
Dry, flat humour.
He knows that the Black Tea might restore him fully, but Tea is unpredictable.
Called a 'feckless Northerner' in the past.
