Backstory

Carlos was left as an orphan on the doorstep of the Huispas family, a Mobgoblin household in the East End.
He was raised there alongside his closest childhood companion, Alejandra, a fellow ratfolk who later left to pursue a career on the stage.
Tom describes their parting as two tails curving into a heart that slowly breaks apart.
Carlos joined the Mudlark church fighting for the rights of the verminous peoples.
As a member of the Mudlark church, the Flow flows within him.
He begins his career as a spy, but despite all his hard work, never rose above the rank Tide Priest.
A big raid on a Mobgoblin warehouse was planned, but his ledger went missing and the raid was called off.
He was demoted and nearly expelled.
Silt Saint Vulpin gave him one last chance: embed himself near the Black Tea, identify the Tea King of Donlon by name and face, and if possible deliver the tea to the church.
He is on that mission now. The crew does not know.

His last name sounds like 'whispers'. 

The night at Esme's: 
The Mudlark Church has heard Carlos' prayers and have a mission for him:
Observe Esme's and take down all the names of the Mobgoblins entering. 
Alejandra asked him for the list of the names. Unbeknownst to him, she gives the list to Maureen. 

Appearance

A humanoid with rat features including a tail.
Under five feet tall.
Wears a waistcoat and white shirt. Sometimes wears a hat.
in disguise he is a slightly taller dog called Fido (who looks a bit like Rover).

•      Bless: A tiny rat in plate armour, one with a flat cap and huge teeth, and one looks like a tiny version of Carlos. 
•      Guidance: Tiny rats with spectacles
•      Cure Wounds: Tiny rats in doctors and nurses' unforms (and one little mouse with a checklist. "A clean bill of health!")

Personality

Calm, observant, and careful.
Speaks with care and slight formality. Sometimes in Ancient Ratin (Spanish).
Polite to the point.
Notes things down. He is watching everyone.
He is also tormented: he finds the tea trade morally wrong. He has seen its devastation in the East End, and is complicit in it by association.
Bites his nails, because he's ratfolk and they keep growing. Or because he's nervous? 

I would consider him the smartest of the four leads. 

Relationships

•       Alejandra: Childhood companion. Left for a career on stage.
•       Silt Saint Vulpin: Mudlark superior. Gave Carlos his real mission.
•       The High Purifier: Leader of the Mudlark church.
•       The Huispas family: his adoptive family. He is pulling away from them.

•       Disguise Self: When he casts Disguise Self, it's like water from the Flow pours out of his hat and covers his entire body. 
It’s like all the different animals and objects and things that exist in the river that have been thrown in there are falling around.

To Carlos it looks like the world is filling up with water, torrents like a whirlpool and then blasts out to the allies.
